In ministries, the first priority when casting Jews should be the Ministry of Foreign Affairs, the Treasury, Industry, Foreign Trade and Justice. Form central institutions: -Shopping centers, cooperative activity.
As part of a private initiative, maintain a strong position in trade during the transition period. Use a similar method in the party: -Sit behind Poles' backs --but manage everything.
Jewish settlement should be carried out with a certain plan and for the benefit of Jewish society. In my opinion, one should settle in larger population clusters, such as: Warsaw, Kraków; in the center of economic and commercial life: Katowice, Wrocław, Szczecin, Gdańsk, Gdynia, Łódź, Bielsko.
It is also necessary to create typical industrial and agricultural centers, mainly in the regained territories, without stopping at Wałbrzych and Rychbach (now Dzierżoniów). In these centers, we can adapt our future staff in these professions with which we would be poorly acquainted.
Recognize anti-Semitism as a major betrayal and exterminate it at every turn.
If it is stated that a Pole is an anti-Semite, immediately eliminate him with the help of the security authorities or the PPR militias as a fascist, without explaining to the executive authorities the heart of the matter.
Jews must work for their victory, while working on the victory and grounding of communism in the world, because only then and with such a system will the Jewish nation achieve the highest prosperity and secure its strongest position.
There are little views of the war. If America begins to adopt socialism quickly, it will lead to smaller or larger internal shocks and communism must prevail there.

The influence of Jews working around Roosevelt, led the United States to ally with the USSR to fight against Central Europe, where there was a cradle of a new idea: Based on hatred of Jews. The Jews did it because they knew that in the event of the victory of the Axis powers--and mainly of Nazi Germany (which had perfectly reviewed the plans of Jewish policy)--the danger of racism would become an accomplished fact in the USA, and the Jews would disappear from the surface of the world.
Therefore, Soviet Jews sacrificed the blood of the Russian people for this purpose, and American Jews engaged their capital resources.
One should take into account the further influx of Jews from Poland, because there are still many Jews in Russia. Before the German invasion, there were several groups of Polish Jews in individual cities of the USSR: Kharkiv - 36,200, Kiev - 17,800, Moscow - 53,000, Leningrad - 61,000, and in Western republics - 184,730.
The Jews gathered in these centers are mostly Jewish intelligentsia and former Jewish merchants. This element is currently being trained in the USSR. These are the staff of the Polish re-builders - i.e. according to the Politburo project - these specialists will fill the most important areas of life in Poland, and all Jews will be located mainly in the centers of the country.
Old Jewish policy failed. We have now adopted a new one, uniting the goals of the Jewish people with the policies of the USSR. The basic principle of this policy is to create a ruling apparatus composed of representatives of the Jewish population in Poland.
Every Jew must be aware that the USSR is a great friend and protector of the Jewish people, that although the number of Jews has fallen enormously in relation to the pre-war state, today's Jews show more solidarity. Every Jew must have this conviction that all others are working beside him, wrapped in the same spirit leading to a common goal.
The Jewish question will occupy the minds of Poles for some time, but this will change in our favor when we manage to raise at least two Polish generations. *
According to the provincial Jewish Committee, there are currently over 40,000 Jews in Upper and Lower Silesia. About 15,000 Jews are to be employed in the settlement. Rychbach (Dzierżoniów) and Nysa poviats are foreseen for these purposes. The settlement action is financed from Jewish foreign and state funds. The Jews purposely create a new, though temporarily insignificant concentration of the Jewish element, laying the foundation for the profession of both farmer and industrial workers.
It is building the ground for broader political goals. **
